Moldova is working towards establishing a strong foundation for low emission growth, particularly in the energy sector. The Energy Strategy of the Republic of Moldova outlines plans for energy security, energy market development and regional integration, and climate change mitigation in the sector through 2030.
Through the EC-LEDS program, Moldova and the United States are partnering to implement Moldova’s energy strategy by improving collection and analysis of greenhouse gas emissions, energy efficiency, and renewable energy data and by developing legislation to promote energy efficiency and renewable energy deployment.
Accomplishments and Progress
Enacting Legislation to Promote Renewable Energy. With assistance from U.S. energy policy and regulatory experts, the Moldovan Parliament adopted the Law on Promotion of Energy from Renewable Sources. This law advances progress toward Moldova’s binding target of 17% renewable energy consumption by 2020, by promoting small-to-medium-scale renewable energy through net metering, bidding processes, and other policy mechanisms. - 2016
Strengthening Energy Monitoring, Reporting, and Verification Systems. With training and assistance from U.S. energy experts, staff from Moldova’s National Bureau of Statistics, Ministry of Economy, and Energy Efficiency Agency completed National Energy Balances for 2012 and 2013, which conform to International Energy Agency (IEA) and Eurostat data quality and formatting standards. These National Energy Balances enable Moldova to report more accurate data to the IEA and increase the accuracy and completeness of the national GHG Inventory. An improved inventory will enable Moldova to accurately report its emissions, which helps show the progress that all countries are making to address climate change. – 2014
Supporting Regional Transmission Planning. U.S. grid infrastructure experts collaborated with electricity transmission system operators (TSOs) in Moldova and other countries in the Black Sea region to identify and prioritize regional transmission investments that are necessary for significant expansion of regional electricity investment and trade, particularly in renewable energy. – 2014
